Elnar Zarbailov, 42, a dual U.S.-Azerbaijani citizen, served as a fixer and money launderer for the organization, which used fraudulent durable medical equipment (DME) companies, fronted by nominee owners armed with false corporate documents, to deposit Medicare reimbursement checks into U.S. bank accounts and funnel the money to shell companies and overseas banks. Zarbailov deposited fraud proceeds from five DME companies and transferred funds to accounts including those located abroad. He was arrested at JFK Airport in September 2024 as he attempted to board a flight to Azerbaijan and pleaded guilty to conspiracy to commit money laundering in October 2025. In addition to his prison sentence, he was ordered to forfeit $1,457,898.

The study, funded by the Community Oncology Alliance with support from BioNTech, Gilead, Johnson & Johnson and Pfizer, adds to a growing body of evidence that independent community practices deliver high-quality care to a patient population that includes historically underserved groups.

One F protein antibody, designated 4F09, was the most protective in the study, reducing measles virus levels in infected rats to undetectable levels by locking the protein in place and preventing the virus from entering human cells. No approved measles treatment currently exists in the U.S., leaving immunocompromised patients, pregnant women, and infants too young to be vaccinated without options. More than 470,000 measles cases were reported globally in 2024, and the U.S. has seen at least 72 outbreaks since January 2025.
