In 2017, the Trump administration announced a regulatory change that caused an average 30% increase in monthly premiums nationwide for benchmark “silver” ACA Marketplace plans. But since 2018, premiums have dropped in 35 states, as has the national average. Here are the states that have seen the biggest swings in benchmark premiums:
